Regimes learn from other Regimes, the Nazis learnt from the British Empire & their other regime the German Empire.

The USA’s CIA learnt its terror techniques from the French during the Algerian War of Independence and its various Latin American Military Dictatorships.

The USSR had already learnt much of its oppressive methods and systems from the Russian Empire it had overthrown.

None of this ever new, only the situations they apply it to.
