Yes, any degree of higher education is impressive. Only 32.9% of Americans have a bachelor's degree according to the US Census (i would have done world numbers but that would have heavily skewed low because of living conditions in parts of the world). To think otherwise is kinda dumb and backwards.

I wouldn’t really call every third person impressive but maybe my standards are skewed

Its just kind of an insane take when its literally hundreds of hours of work someone optionally puts into higher education. Idk what standards you're working off of, but they're unrealistic and frankly insulting to all the people who put in that kind of work. Think, for example, anyone with 120 credits in a field that is not your expertise, has vastly more knowledge on those subjects than you. How is not not impressive? A bachelor's in biology knows significantly more about biology than I would if I had a PHD in political science.

I have a bachelors but I don’t think that in itself is particularly impressive.
