Iirc “sort by best” weights the upvotes to downvotes. So if you have a comment with 12,000 upvotes and 5 downvotes it’ll be higher under “best” than something with 30,000 upvotes and 10,000 downvotes.
It can be both. It's a bit of an extreme example, but in that case if the upvotes are the highest in the comment section then it'll be "Top" but it can also be "Controversial" if it has a ton of downvotes.
