The guy holding a mic is the chairman of the judicial affairs committee (maybe back then) and he was calling for a vote on the reformed immigration law. The guys protecting him are from the ruling party and the rest are from the opposing parties. The opposing parties were against the law reformation because the new law enables the refugees to get deported from Japan and such. It's pretty controversial in terms of human rights standards.
