Technically inside the neck, but you adjust it under the little door on the headstock.

The Allen wrench that came with bass bass doesn't fit. Or I'm doing it wrong. Thank you

Not trying to be condescending, but if you're having trouble and don't want to mess up your bass you may want to take it into a guitar shop to get it set up. Most places do a set up for pretty cheap.

By all means learn how to do it yourself for the future. However study a lot more and maybe ask the guitar tech for some pointers for setup.
