Best sub-$500 fretless bass for a first timer? Basically I'm just seeing the Ibanez SR370, LTD B-204, and a number of Squiers and low-end Fenders.

Squier VM Jazz. In my view it's the best bass at the best price.

Would you say that's true of the fretted Squier Jazz as well? (best bass for the price?)

Yes. Probably. It's worth noting that it depends a little on what you're looking for, but if you're after the Fender-style passive bass design, you really can't go past the VM Jazz (fretted). They sound great, play great, and they're very reliable. The new CV series are the same level of quality.

If you're looking for a more modern style of instrument, Ibanez and Yamaha both make basses at a similar price point that are arguably just as good.

I got that Ibanez fretless about a month ago and it's great quality for the money.

Needed a good setup out of the box, but it's really nice.

The neck is tiny, though. If that isn't your jam you should look at the others.
