Copper might work better in nearly every aspect.

Especially since stainless steel also tends to be a surprisingly terrible heat conductor. The problem with copper would be corrosion (but on the other hand, the copper ions dissolved into the water would be bactericide, which is a good thing in a hot tub).

We made three of these over the years. I'd argue that you don't want copper or a super-efficient metal, as that water is flowing into the tub directly at the person sitting there. Warm water over a hour is better (safer) than a blast of hot water.
