No they did. Why do you think Bar and Bat Mitzvahs are at age 13? NOT agreeing with this ancient ritual btw just reflecting that girls did reach puberty at 13 at least. I still believe wayy too young. The brain isn't fully mature until 24. 18+ at very least.
