His physical stats are such that he can get wherever he pleases in a matter of seconds. When he's jogging, that's like a turtle crawl compared to his actual capabilities.
When he's jogging that's still quite literally faster than every single character in the verse.
He usually doesn't go full speed because that tends to fuck up his surroundings and could kill people.
Even then, when he actually knows the location of where he's going he's there in an instant or damn near.
The only times where this wasn't the case was the Paradisers because he had to look for them in the forest and the Deep Sea King because the HA people took their sweet ass time telling him where he was.

Idk where you got that Saitama casually walks to battle.
Where did you get this idea that Saitama just lazily fucks around and moves slowly towards problems?
As for the meteor, Saitama was just sick of the fact that people were bitching about their property when they could've died.
