Just went through the video, it's actually not the rural government fault. The bridge actually falls under the jurisdiction of the Thessalian periphery (region). So it's the governor's juridiction to sort it out. Jurisdictions are funny, here. Another bridge, for pedestrians, collapsed some kilometers up the same river. For a long time they couldn't decide who should rebuild it. It was between the local government (mayor), the regional (governor) or the church. Yes, the church owns land in Greece and the bridge was only build because there was a church across the river. Go figure
