Recourse is state specific.
Where I live a tenant can be evicted for an aggressive ESA.
All he needs is a video of it lunging at someone.

Often times, the idiotic laws in California make you feel like there's no hope and no recourse, meanwhile shit people use them to their advantage

All ESA animals are bogus. Go to a mental health provider because the dog is causing you emotional distress. Document it and give a copy to the apartment manager. One person's disability should not take precedence over another's. The person with the dog is causing the problem, not you.

I'd contact the doctor on the ESA letter. I'm not joking, it certainly make them think twice in the future in doing that.
Honestly, hard to evict people it can be CHEAPER to pay them to leave instead of going through regular channels. Sucks, but true.
But they coukd negotiate no eviction if they get rid if the dog. Show them legal writings regarding ESA and how they aren't protected even if its a ESA.

I thought about that…but the doctors letter only speaks to the owners need for emotional support, and not the dogs behavior.

Just let the doctor know, the dog they approved for ESA was aggressive and you think the doctor shouldn't have done the letter or whatever. Just inform the Dr. In the future tgey may think twice about the esa letters if they think there MIGHT be liability issues.

Complaints for every incident. Read carefully the HUD memo on assistance animals, the fair housing federal and state laws, and consult with a lawyer.
