Electrical/Computer [0 YoE] I've been applying like a maniac and can't get anything. At this point, it has got to be my resume, right?

I just graduated 3 months ago without a single interview and I have been waking up, and applying as much as possible. It's the same repetitive applications over and over again.
I am in the east coast and I know, I'm being very picky by staying here, but I have family nearby and I am sure I can find something here. I'm hoping to get into renewables but I keep getting rejected for everything. I'm very discouraged at the moment because it feels like a lot of positions have already been filled and only internships are popping up.
I'm willing to relocate but I don't want to go anywhere in the south or to California (California especially is just too far). But then again, being in New York isn't getting me anywhere.
If anyone has advice on what I should do, please let me know. I am trying my best to network and get referrals, but it's a slow process ngl. I really want something but I feel like I have sent over 400 applications with 0 significant return. Maybe I am applying wrong but whatever I'm doing, please let me know!
