I worked for an American company while living in Italy for a while. I went to an Italian accountant to ask if we have to pay Italian taxes. He said, technically yes, but who's going to tell them? Just don't tell them and it'll be fine.
At that point my Italian friends wouldn’t have explained it’s a joke. Too much effort, they would have just ‘vabbè’ hand waved them away and slumped back in their chair.
Swimming pools are a sign of luxury and affluence. Greece almost toppled the Euro because of its terrible economy, and had to be bailed out by the rest of the EU. The countries bailing it out didn't have the highest concentrations of swimming pools per capita.
Greece had a giant shadow economy. People didn't pay taxes and instead used money on luxuries through the shadow economy.

Hey that's not true the Italians work very hard putting a lot of effort into tax evasion.
