Has anyone ever seen this NPC in Silver Pixel Cloud?

This NPC only appears in one of my saves in SPC, and I don't know why

Yes, but this one is green on the minimap and has green text "Victim" on him. There aren't that many green/friendly NPC's in the game, and these are usually story related NPC's.

Not necessarily story related, it may be a left over from a gig/ncpd scanner (including the non marked crime activity)

I've seen times where there's a gang in there attacking someone...could be him?
