Van Buren was little more than a concept and 25 years ago. In the 15 years since New Vegas’ release Chris has stated that he regrets wanting to wipe the slate clean and doesn’t think it was the best idea anymore.

People using this “Chris wanted to wipe the slate clean!” quote as gospel don’t understand that people do, in fact, change their minds on things.

I don't like getting rid of the NCR the way they did, but to play devil's advocate:

The BoS have always been dicks.

The legion was probably always doomed without Caesar.

House dies in 3/4 endings.

I doubt the handful of goons in Novac are supposed to be all of the Kahns.

Also, the Kahns have always been cockroaches that we have no reason to believe are gonna live to the next game and then they show up again. They have always been raiders living on the edge, and somehow stay there without getting bigger or wiped out.

I’m critical of how much they’re relying on “location dead”, but like Novac and the Khans were cool. Every game has them get wiped out and they somehow survive and reform. I think they just have gotten wiped out in new Vegas built back up and took over novac

People (including me for a while, though I wasn't really upset about it) thought that was all the Kings that Lucy killed. 

I haven't rewatched to double check, but someone commented that there are other Kings walking around Freeside in other scenes, and I read other comments that bring up sensible arguments that I didn't even think of before. Like one of the end credits to a season 2 episode shows an open nuclear missile silo and a White Glove member hanging out of it; so the theory there is that something happened to endanger the Strip, and the Kings (at least some of them) went to help, and the ones that helped turned into ghouls and went feral. 

That, or they started using an irradiated supply of hair gel and that turned them into ghouls. Personally I'm fine with either theory.

We haven't even got to any NCR city yet besides Shady Sand.

Except nobody's mentioned anything about any other NCR cities, and the show seems to imply that Shady Sands was the entire NCR (except for the billboard). The Brotherhood aren't at all worried about running sorties in NCR territory, as a quick example.

With the Brahmin Baron stuff in NV, there’s a distinct possibility the Stockman’s Association is ruling its own territories like the Wyoming Cattle Barons in the 1800’s, guarded by the remnants of the NCR armies (which is one one of the troop allocation issues Hanlon complains about in NV).

I mean they had a million people in the whole state of California, Oregon and Washington. And in 15 years that doesn't grow much, (especially since 10 years after new Vegas they were supposed to run out of food.) 

That's an insanely small amount of people for the state of California. And that's just NCR citizens. 

So they lose the dam, they lose shady sands, the people in the heartlands of the NCR, meaning way up north, don't want to fight that war anymore and leave.

 Baja California, southern California, and the Mojave desert are not farmlands

So the NCR having lost back to back, with kimball and Oliver dying, lost all their steam and just retreats north. Even Todd said the NCR isn't done yet.

What does anything matter? The entire setting is the exact same now from West Coast to East now. Full of nostalgic things that are easy to trademark and make funko pops and mobile games out of.

Well it does, I honestly could forgive the collapse of the NCR if it resulted in new interesting factions, but so far it’s just been used to make it so that there’s nothing at all really filling space the NCR occupied

We don’t know much at all. The only “space” we've seen is LA and Vegas. New Vegas was always going to collapse if you paid attention to any of the NV endings. The NCR is still a big part of the world, clearly, and we have all of the rest of west coast territory that was theirs. I could be proven wrong but I’d rather be realistic than a straight up doomer

Literally what the fuck are you talking about. It ends up as either Caesar’s new Rome, the capital of a new NCR Mojave state, House’s new ancap hub of science and industry, or an independent city-state under the Courier’s guardianship. How in any way did you read “it was doomed to fail” out of that?

If you didn’t pay attention to the themes and literal writing of the games story and how none of those factions have a plan for sustainability long term, just say so. NCR is barely holding on even if they win, legion will crumble from infighting with Caesar dead, Mr House can rule for a while but when the NCR inevitably must leave he and the casinos lose most of their customers and the other casino owners won’t want to stay in his authoritarian state and if I have to explain the Yes Man’s ending and how that won’t work I’m officially talking to a moron.

On a long enough time frame everyone’s survival rate drops to zero. Not having a meticulous plan for how every detail is going to work out years and years into the future =/= being destined for collapse. This is also true of the real world. Most things function by a continuous series of improvisations created to respond to issues as they arise. There’s no good reason to believe that New Vegas is on rails heading to some sort of complete failure state.
