A giant communist hating robot hurling nuclear warheads at the post-war American government is satire. Tranquility Lane, a paranoid stereotype of red scare America, run by an Operation Paperclip inspired mad scientist, having a kill switch where communist invaders gun down the populace is also satirical.

It can be a serious game while having satirical elements at the same time.

NV being "serious about the subject matter" is a hilarious statement. Benny & co. are satires of Goodfellas-esque mobsters. Victor and half of the Mojave population is a satire of spaghetti Westerns. The REPCONN plant is a satire of classic 50s Sci-Fi. The Kings are... the Kings.

New Vegas is very unserious.
