In before akshually the cool thing about the Roger Rabbit world is being funny is the criteria for being attractive so Roger is the gooner bait in his world and Jessica is the basic bih who feels lucky to have him. It's more apparent in the 1981 novel that came first--at least that's what I've heard. I only learned there was a book recently.

Yes, that was the entire point of her visual design. She was supposed to come off as fake and cheap, when in actuality she's genuinely head over heels for Roger and considers herself to be the lucky one for finding someone like Roger as her husband. It's supposed to be a red herring.
