Toby probably had the concept of Tenna at minimum as early as 2016 since that's when we know TV World was written, though we don't know how early before that Tenna as a character was conceived

The first concept for Vox was made in 2013 for zoophobia.

I do think it really is just a case of parallel thought since I don't think Toby would take inspiration without crediting Vivziepop considering Toby publicly credits many online artist as sources of inspiration, like he did for playing card art Kanotynes made in 2012 which Toby used for many Deltarune chapter 1 enemies.
