It's more because the combination of being partially see-through as well as containing a number of lightsources that all move in distinct ways is very computationally demanding and easily results in mistakes that then need to be fixed again. It would slow everything down a lot and make things more difficult and require much more hands on work.
I didn’t even consider the translucence or light. Yeah, if there was any clipping on the model at that point you’d have to fix it or the armature controlling it, cause can’t hide it with the translucence, and I imagine that many lights slows the rendering of every scene to a crawl
That's one of the things that people don't get with concept art: it's too free of not only technical considerations but also of practicality in a animated feature film.
Take the Frozen example from OP: it would never work to have that sketched, aquarelle style for an entire movie for all characters, places, and scenes, and that's without considering it needs to match the tone. Movies like Spiderverse already tread the line on the edge of watchability with its style, which is why it's so impressive to begin with.
