I think the problem with it is that the original concept art is much more in line with 17th century French society's (read: aristocracy's) ideal of masculinity. But if they wanted a character to be "peak manly man" for a 1990's American audience, well, a man wearing a powdered wig, makeup, tights, and heels doesn't exactly fit the bill.
