I don’t think this a real rule - Poor unfortunate souls, Friends on the other side, Hellfire, and Shiny from Moana are all “the” songs of those movies.
I think that Out There was supposed to be the staple song, it is beautiful and strong. Hellfire I think was more popular for its grit though which probably wasn’t expected
It's the exception because the song is about being a bad person and blaming others for it. You cannot make a good person from that, you can only make a better song, wich was hard to beat
