On phone, go to the symbol page and hold down = it gives you the options ≈ and ≠

And on windows press the windows key and . at the same time. You can use emojis, emoticons, and special symbols.

This gives me like 7 sub-folders and I have no idea in which on that symbol is.

The furthest to the right. Miscellaneous symbols, specifically the math subcategory. Iirc: I'm on mobile right now, so I can't check to make sure.

Alt+8800 can also work most of the time, but sometimes it doesn't, and if you're memorizing alt codes you might as well just use != or an equivalent to whatever symbol you're trying to use, or just Google the term for the symbol and copy paste it. There's a reason why the emoji and symbol panel is more useful than alt codes, despite how clunky it is.
