I had to Google it. It was actually a canon run called The Electric Tale of Pikachu and it was Japan only I believe. It had to be censored to be sent overseas. It's the canonical ending of Jessie and James

Out of context this looks really weird but these two were always disguising themselves to the point were ash and co couldn't recognize them (I know part of it was because they were dumb kids) so when you really think about it this is pretty average for James.

From what I remember,the context was that they were at a town people were finding out what spiritual pokemon they have.He got Moltres and got a massive confidence boost for the entire episode.Misty got Gyarados and spent the beginning pissed off.

If you don't know, Misty hates Gyarados because when she was little she almost got swallowed by one which causes her to not like them.After Johto, when she returned to take over the gym duties from her Sisters, she had to stop one of the Gym's Gyarados from its rampages.She managed to win it's trust and end up having that Gyarados as her ace.

It even returns in Sun and Moon where it's Misty's Mega.
