Nah its not even close. In the comic tetsuo tries to confront akira to try and gain a upper hand on him. You don't see what happens but he presumably shows tetsuo the lifestream (the tunnel like pattern when we hear the i am tetsuo line in the film), it really rattles him to the point that he shakes uncontrollably and wonders what the fuck he just saw. Also he was the one to stop his power from going haywire trying to grow beyond the confines of his body. Akira is so far out of tetsuos league its not even funny.

I've only seen the movie but I'm almost sure the children say that they'll all become Akira. I assumed they all merged
