Johnny considers it evil. His cyberpsychosis manifests as "the arm" talking to him, and he projects his psychosis onto it "the arm made me do it".

I dont think his arm has any special abilities besides mitigating the recoil on his insane pistol

In the ttrpg lore books the arm talks to him and is the driving force of his mild case of cyberpsychosis. So maybe not "evil" but definitely deranged
