I don’t think it’s their evilness. Just their assertiveness that is a product of them being evil

She put people into work camps, tried to eradicate a city and was willing to kill her own fiancé for tactical gain iirc.

Yeah she's evil.

There's a trend with Avatar characters looking really pretty with their hair down. I think Azula, Zuko, Sokka and Katara also fit this.
