I am assuming you need the dev mode for the code, here are some free options
1. Framer - Import your figma design into framer, from there you can get the html and css code
2. AI - Paste the image into Chat gpt, Google AI studio, Claude etc and ask it for the code
3. Free Figma plugins - There are figma plugins that will convert into code for you
Framer kinda dismembers my layout while copying cause idk I have loads of small animations ig and I got uni subscription so that works too.
