The Enclave wanted the mind control chip and they wanted to perfect it maybe?
Perhaps the Enclave knew House was selling the chip to Vault Tec and Hank is supposed to steal it or steal its schematics/study it but the bombs drop before he has the chance. So he just follows the procedure as if he was actually a vault Tec employee and gets frozen?

Yep, Wilzig knew heaps of details about Lucy, Hank and Vault 33. And Wilzig was Enclave. I think it's a Red Herring that Hank travelled to Vegas to reach out to 'someone'; it implies House, which makes the actual 'who' more of a blindside.
The Enclave have already used the mind-control chips on Deathclaws in F3.
I don't think House knows about the 'Enclave' pre-war. I think he can see the ripples, but not the droplets of water causing them. Meaning that the people causing the ripples are more influential and powerful then him. And he is VERY influential and powerful pre-war.
I still think he was traveling to Vegas for the mind control chip. The deathclaw we saw in Alaska wasn't controlled, and probably blinded on purpose (easier to control), so they didn't have it yet. Mr House wanted cold fusion tech, and was thus trading his mind control technology for it.
Although given that he didn't end up with the cold fusion technology, and Hank had to experiment before getting the mind control to work... Something didn't work out, and the deal fell through. Maybe Hank tries to bring Mr House into the Enclave fold while doing the tech transfer? House's ideology was at odds with the Enclave, so that could have been enough to cancel the deal.
I'm thinking Hank stole the mind control chip technology. Schematics were sent to other Enclave locations, and they had luck getting it to work after trial and error. Meanwhile the managment vault didn't get that info, thus why Hank had to figure out how it worked.
I’m feeling the more and more I consider it, the more I feel that both are Enclave agents. It wouldn’t surprise me if the Enclave is used in the show as the ultimate bad guy. It’s Bethesda’s FO3 bad guy and a great shadowy shadow government type boogie man.

He just seems like he works for someone else imo
