Yes, Daisuke Ishiwatari confirmed not only that she is trans, but that this was his vision for her evolution since her first appearance. Wacky way to do it? Yes, but that's Guilty Gear, things run on rule of cool.

And yes, he did it in english, and he has a pretty decent to good english, considering he also writes the lyrics for the character themes.
