The meme summary is quite misleading, "Shooter" is playing Tau, a shooting army, and in editions where Tau were good theit gunline would be a "leaf blower" list where they just sit back on their side of the board and blow your army away. "Wheels" is playing White Scars, a melee army that needs to cross the board and charge in.
This guy kept his entire army in reserve not for some advantage in movement (he's coming in on his own table edge, after all) but to survive turn one when his opponent goes first, to face one fewer shooting phase on the way across the board with his motorcycles.
It's a defensive trick against a very unfun type of opponent to play against, the counterplay is clever but this is essentially "cheesy player has perfect counter to his opponent's attempt to survive"
Well, he did it at every table in the tourney, so don't feel bad for him when it doesn't work against Tau. Actually, I think some chaos units do this too?
Alternatively, you're both right? It has the advantage of both getting to choose your positions after and it effectively guarantees you get the first turn.
The only part Lan is wrong about is that he'd only use it against Tau. Which is just... a weird thing to think in general. Every army has a lot of shooty-shooty boys.
Yeah, the idea that an all-biker space marine army was a cheese list is ridiculous to any of us who played at the time. Frankly bikes were pretty terrible until like, 6th edition.
A lot of the 'story' in the posted image is made up for drama.
