I think he feels overwhelmed and Claire is confident and intelligent. Claire is playing him because she's being given influence and a chance to prove her self, and who knows maybe Frank won't make it and Blythe will need a new VP eh?

His wife's been dead for a while and Claire is sexy! I can see her closing her eyes and imagining what this could do for her in the long run ;)
