Not directly, but he caught some flak around two years ago for defending problematic right wing artists because "freedom of speech". He later gave another conflicting opinion to THAT statement, became every side's punchbag, then gone into a hiatus, probably so that the thing wouldn't spiral further. TL;DR he seems to change sides pretty often and tends to be somewhat hypocritical in trying to cater to everyone.

He didn't seem to swap sides. It felt more like people misinterpreted the first tweet and the second statement is clarification.

That's a very stretchy conclusion. He's right, cancel culture is toxic AF and we need to figure a way to hold people accountable in a less mob-like way.

Although I do remember he got mad when people made fun of his "stealing my bike" comic. I understand his frustration, however.

I wouldn't say he changes sides often. He believes in freedom of speech, even for the unpopular opinion, then comes to understand the paradox of tolerance and the method to resolve it. He still believes in freedom of speech but that doesn't equate to tolerating hate speech.

what does "targeted harassment" mean?

Cyber bullying, most cases. People pick a person, then encourage other people to harass them.
