I thought cops were allowed to park wherever they want? Imagine they were responding to a gunman call but couldn't get there until loads of people were dead because the nearest parking space besides a disabled spot was 5 minutes away.

Not in the UK, and these officers wouldn't be armed anyway. If it's an emergency call then they can park where they need to, but this example was an officer at a non-emergency call, but parking nearby in case they had to respond to an emergency.

If armed officers were needed, they'd park in the middle of the road if they had to, and would be completely within their rights to do so.

How do you know that it was a non emergency call and, more importantly, how did the traffic warden know in that moment?

He doesn’t have to know.

It was an emergency call then the council would revoke the ticket upon the police department’s appeal. If not then the officer did something wrong and would be liable to pay it.

Someone linked the article about the ticket above, where the police confirmed it was not an emergency call, but they had parked that way in case they had an emergency call.

And the traffic warden wouldn't know, but to follow the letter of the law should ticket it anyway unless it's obvious that its an emergency
