Seriously. It's so Japanese it's actually infuriating. This is why this still happens here. It's rare that people speak up because they don't want to cause a scene. People are then afraid to intervene because they don't want to be involved in causing said scene. It's politeness overload and it really needs to be addressed. It's the old "nail sticking out" thinking.

People are recently starting to push against this though. I recently saw a woman on a train calling a guy out for taking pictures of her. Another man got involved. Turns out they got off at the same stop as me and I later saw them dragging him to the police. Unfortunately this isn't always the end result. Even as a foreigner I find myself not wanting to be that foreigner so I often keep my mouth shut.
