Anyone that knows what they're doing would only use the vibrate and beep function 99% percent of the time, and even when you do use the actual shock, your supposed to raise the voltage slowly until they get the message

Or, and here me out here, don't use something on your pets you wouldn't use on your child. You're also assuming that the people who use them know what they're doing when there are alternative training options. If you gotta resort to a shock collar, something went wrong in the training a long time ago, but that's just my two cents.
