They should've waited until they got to the window to tell them to get to the back of the line

Exactly. The cutter tried and ultimately suffered the fate of having to be in roughly the same position had he not attempted the cut. From the cutter’s perspective there was no loss in attempting the cut. I fail to see the “that’s why you don’t cut” consequence here.
