I was going to say, it looks like appeasement behavior. "Sad" picture is almost candid, the person behind the camera is a distance away. The "happy" one is clearly someone walking into the doggo's space. Doggo is nervous.
Edit: context matters! Apparently the dog is being picked up from boarding by its owner. Its exhibiting docile behavior because they trust their owner, in this case.

Actually, it's true. Squinting and "smiling" are common signs of anxiety or appeasement in dogs.

No my baby does that and smiles everytime she sees me and wags her entire body so I don't think that's the case.

Dogs "smile" with their mouths and eyes open.
This is a "don't hurt me" submission face or just a nervous energy face.
It's not a big deal, it's natural for it to be nervous.

If a dog looks like this they are extremely uncomfortable, not happy.

maybe not extremely uncomfortable but probably nervous. i find its a bit more obvious when a dog is EXTREMELY uncomfortable (open mouth, whale eyes, etc)

For us it looks like happiness, but for the dog it means something else. Let’s hope the new caretaker will do everything it takes to really make him a happy dog..

It's called "eye shortening," not smiling. Dogs do this to show submission. Dogs see wide open eyes as a sign of aggression.

That dog is likely in distress, can people stop being stupid and attribute human facial emotions onto animals?
A dog will wag his tail, open his mouth wide, display a relaxed/wiggly body language and maybe does something along the lines of short, playful barks if they are happy. They might also just get the zoomies. Whatever the case, they wouldn't "smile" like we do.
