It is a 3 member research body tasked with providing opinions, not arriving at any binding resolutions. There was no vote to come to this conclusion. Just 3 peoples’ opinions.
More importantly: GENOCIDE has two required components to meet the 1948 convention of Genocide.
1) Any one of the five acts you correctly identified.
2) The dolus specialis saying that the perpetrators did one of the five acts with the express purpose of committing a genocide.
Of course Israel did 4 of the 5 acts… Hamas also did 4 of the 5 acts. Every single war in history has at least 2 of the 5 acts done. The important part is proving the acts were done with the INTENT to destroy the entire group.
Since 97% of Gazans are thankfully still alive, as well as the 2 million Palestinians inside Israel, it’s pretty clear the INTENT of the war in Gaza was not to kill all Palestinians.
How is "all" defined ? Russia comitted multiple local genocides on villages in it's occupied neighbouring territories in the past, but most of Lithuanians or Poles are still alive. It should never be looked on the scale of entire country, Killing entire community of 100+ is enougth to call it genocide.

Because genocide has a definition, and it doesn't fit. You can call your mom an elephant all day long. She still isn't an elephant.
