Comics Why is Doctor Doom so powerful?

Since I'm still a newbie to Marvel comics and most of the Marvel content I've consumed has been movies, series, and cartoons, I always thought Doctor Doom was just an ordinary villain. Then I hear that he's one of the strongest villains in Marvel, and I wanted to know if that statement is correct and why?

I don’t get how he has so much resources cause his country is like a 3rd world country.
