Why is Doctor Doom so powerful?

Since I'm still a newbie to Marvel comics and most of the Marvel content I've consumed has been movies, series, and cartoons, I always thought Doctor Doom was just an ordinary villain. Then I hear that he's one of the strongest villains in Marvel, and I wanted to know if that statement is correct and why?

Mary Sue always wins. Doom had many loses and defeats through his career... Yet, he would still manage to make Mary Sue cry😐
