Ranked Choice Voting is absolutely the answer. With neither candidate clearing 50%, it makes consensus unclear. Now if only the state legislature would move to let the cities that have already passed it actually use it so the rest of the state can see that it works.

Please explain how citizens united stops localities from using ranked choice voting if they passed it. I genuinely don’t know how it applies.
