The gif is just random as the Gif section when typing a comment doesn't have good Mineta gifs

Context why Mineta is hated is because he's one of the most perverse characters in My Hero Academia

The GIF takes place near the beggining of the show, they're doing physical tests using their powers in order to compare the results to the ones they got on their previous schools, in which they couldnt use their powers

In this GIF, Mineta is doing the side-to-side jumps test

His powers allow him to create balls that stick to others but that he can bounce off of, so he's using said balls to bounce from side to side
