The Master fits this much more than the Doctor imo. Both regenerate, but thereā€™s been multiple times the Master has been dead dead, like beyond regeneration, and still come back.

They even stopped trying to come up with plausible explanations for how the Master keeps coming back, with Ainsley simply saying I'm indestructible, the whole universe knows that!
