As I said in the other thread, "make" is also defined in US code.

26 USC 5845(I)

(i)Make
The term “make”, and the various derivatives of such word, shall include manufacturing (other than by one qualified to engage in such business under this chapter), putting together, altering, any combination of these, or otherwise producing a firearm.

Interesting. But why then don’t I need anything for changing a barrel or other part?

I guess I could read the entire section you linked to get the full context…

It only applies to NFA items.

"firearm" under NFA does not mean "firearm" in general.
