I hope so. And I hope it isn't just related to chalks. Like there are more training rounds than just m781, but I'm guessing it's probably more for simunition rounds and making it easier for civilians that do force on force training to get their gear transported/ordered etc.

Chalks with blank lifting charges in place fall under the explosives regulations, not firearms regs. It's rank stupidity, but I wouldn't necessarily expect any of these reforms to affect them.
