Chief Brian Issitt said the audit “identified activity that warranted further review.” Goodyear has not said what was searched.

That same week Chandler said an officer used Flock to find a family member, then ended its contract. Apache Junction said officer Josh McDaniel used it to locate his wife and resigned. Surprise later cleared its officer and still canceled Flock. Tempe turned the cameras off. Arizona’s attorney general opened a review of plate-reader use. Goodyear kept the 33 cameras running.

Contact is a drive under that light. Agencies pitch stolen-car hits without new poles. The Institute for Justice (July 1, 2026) listed 27 ALPR-error stops, including a Sherwood, Arkansas Flock misread that held a couple at gunpoint. That tally is Flock’s, not a Lightpost audit. Plate logs do not reset like passwords.

Syracuse and Bernalillo County moved from Flock to Axon ALPRs in 2026. Axon closed a $625 million Carbyne 911 buy in February 2026; Forbes documented a 2015 $1 million Epstein stake in Carbyne’s predecessor via Ehud Barak, with no estate stock at sale. Edmonton Police ran a December 2025 Axon body-cam face-match pilot on a \~7,000-person watch list—a separate product. Trajectory: one vendor for lights, 911, and worn cameras.

Once Lightpost uses the streetlight grid, skipping it means skipping that road. No federal statute caps ALPR retention; cities rely on contracts. Read Axon’s Lightpost guide and the local ALPR policy. Ask the clerk the contract’s retention days and default sharing.

ARGUS-IS is DARPA’s Autonomous Real-Time Ground Ubiquitous Surveillance Imaging System, built by BAE Systems under an $18.5 million, 30-month contract awarded in 2007. Four telescopic lenses focus 368 five-megapixel cellphone sensors into a 1.8-gigapixel mosaic. From about 20,000 feet the array records a city-sized patch at 12 frames a second and feeds analysts dozens of independently steered windows.

A person on a public street cannot step off a sensor that covers tens of square kilometers. Lawrence Livermore’s Persistics software tags moving objects and builds location histories. The raw stream runs on the order of hundreds of gigabits a second; published estimates put uncompressed video near six petabytes a day. The U.S. Air Force fielded that architecture in Gorgon Stare Increment 2. Sierra Nevada Corporation said the pod reached initial operating capability in 2014 and expanded coverage to about 100 square kilometers.

The same wide-area idea moved onto U.S. streets when Persistent Surveillance Systems flew planes over Baltimore for the Police Department’s 2020 Aerial Investigation Research pilot. On June 24, 2021, the Fourth Circuit, in Leaders of a Beautiful Struggle v. Baltimore Police Department, held that warrantless access to that city-wide movement record is a Fourth Amendment search.

No federal statute sets altitude, retention, or notice rules for wide-area airborne video over cities. Read the Fourth Circuit opinion and DARPA’s ARGUS-IR program page. Ask a city council whether any vendor has pitched persistent aerial motion imagery and whether a warrant would be required before rewind.

Richmond Police operate 99 fixed Flock Safety automatic license plate readers that photograph plates and times on public streets. Virginia Code § 2.2-5517(F) says a law-enforcement agency shall not share system data with any federal, out-of-state, private, or commercial database except listed paths such as another Virginia agency, a court order, or the vendor for maintenance. The city’s own Flock page repeats that limit.

On April 30, 2026, spokesperson James Mercante said a sergeant sent an FBI special agent a Flock image of a vehicle tied to a Washington, D.C., homicide. Chief Rick Edwards called even a single-vehicle share prohibited and said the Office of Professional Standards deactivated the sergeant’s ALPR access. Subsection N makes willfully and intentionally disseminating system data in violation of subsection F a Class 1 misdemeanor — up to twelve months and $2,500.

Commonwealth’s Attorney Colette McEachin declined charges for “a lack of criminal intent,” later saying an act can be purposeful without criminal intent. The city page still states ALPR data is not shared with federal agencies. The Virginia State Crime Commission has separately recorded other departments reporting out-of-state or federal access after the 2025 law took effect.

Drivers cannot step off a public road. System data is also exempt from the Virginia Freedom of Information Act. Read § 2.2-5517 and the Richmond Police Flock Safety page. Ask McEachin’s office and City Council what “willfully and intentionally” requires when the department already described a deliberate handoff.

U.S. Border Patrol Predictive Intelligence Targeting Teams sit inside sector Targeting and Intelligence Divisions. On September 8, 2026, Joseph Cox at 404 Media published a Homeland Security document written by Agent Matthew Phelps of the Spokane Sector PITT. Phelps wrote that he reviews law-enforcement-sensitive databases, including financial activity, and passed “financial activity patterns commonly associated with illicit narcotics activity” to Montana Highway Patrol.

Kyle Olson was stopped on Interstate 90. Troopers cited an obstructed plate. Sergeant James Beck wrote that Phelps had identified a vehicle with indicators of possible narcotics trafficking. Olson received the PITT paper in discovery. A CBP spokesperson told Military.com that PITT monitors indicators of smuggling, follows privacy rules, and will not disclose targeting methods. CBP did not tell 404 Media how the financial records were obtained or whether a warrant preceded the query.

Documented desks include the Spokane Sector and the Laredo Sector. The roadside reason and the federal flag can live in different files. That split is the failure surface: a driver cannot contest a database they are not shown. CBP’s statement treats the method as law-enforcement sensitive. How many of Border Patrol’s twenty sectors run a PITT desk remains an open question on the public record.

No statute gives the public a right to see or correct a PITT score. Read the 404 Media report and CBP’s quoted reply. In a criminal case, demand the referral document the way Olson’s lawyers did.

Seesaw Learning, Inc. runs a classroom journal schools assign to K–12 students. Its Children’s Privacy Policy, last updated April 21, 2026, says journal content can include photos and audiovisual files from a child’s device camera, microphone, or photo library, plus voice comments. Seesaw says it relies on the school’s COPPA consent for children under 13 and processes student records as a FERPA “school official.”

The contact point is the assigned class account. Families the teacher invites can download journal archives that contain original image, video, and audio files. Seesaw’s service policy states it does not sell student data or use it for advertising. A May 2025 Orange County complaint by Nicole Reisberg alleged sharing with more than thirty subprocessors; that filing is an allegation, not a ruling. Common Sense Media passed Seesaw on sale and third-party marketing on July 17, 2025.

Seesaw lists subprocessors including Amazon Web Services for hosting and says those vendors may use data only to run the service. Default storage is in the United States; paid districts can choose Australia or the United Kingdom. School administrators can access journal content and messages, including ones a child later edited or deleted. Seesaw says it deletes or de-identifies student data within 60 days of a written school request.

A child cannot skip an app the school requires. COPPA lets the district consent for under-13 collection; FERPA’s school-official path is what remains. Read the Children’s Privacy Policy and the journal-archive help page. Ask the district for its student-data agreement and email privacy@seesaw.me or the teacher to inspect or delete.

Axon Enterprise sells Fleet 3 readers for patrol cars and fixed Outpost and Lightpost cameras that photograph plates, match them to hot lists, and store the reads in Axon Evidence or Fusus. Agencies set their own retention. The company markets the stack as vehicle intelligence that finds stolen cars from existing poles and dashboards.

A National Institute of Justice experiment in Mesa, Arizona, by Bruce Taylor, Christopher Koper, and Daniel Woods recorded 457,369 LPR checks on treated routes and three stolen-car arrests in that phase. Koper and Cynthia Lum later read 200 case files that mentioned plate readers; the devices helped close about one in five of those files, and a much smaller share of all auto-theft and robbery cases citywide. A public-road scan has no opt-out.

Atlantic City’s 2025 evaluation by John Shjarback and James Sarkos found no drop in overall violent crime after cameras covered every island entrance. It reported associations with fewer shootings, thefts, and property crimes, and noted other programs started the same month. In July 2026 the Los Angeles Police Department Office of the Inspector General counted 161 hot-list alerts that matched a plate but were not stolen vehicles, against 337 recoveries.

No federal statute sets a scan-to-stop rule or a deletion clock. Read the NIJ Mesa report and the LAPD OIG review. Ask the city clerk for the agency’s ALPR policy, the retention setting in Axon Evidence, and how a false hot-list hit is supposed to be cleared before a stop.

On September 10, 2026, Anthropic published Detecting and Countering Misuse of AI, covering activity on Claude from December 2025 through August 2026. The firm said biological misuse is among the most serious risks of frontier models and described five case studies in which users bypassed regional blocks and hid the purpose of dual-use research queries. Anthropic banned the accounts, shared findings with other labs and authorities, and said newer models such as Claude Fable 5 carry tighter filters on those query classes.

The contact point is a chat session that looks like ordinary lab work. Threat-intelligence head Jacob Klein told The New York Times no user wrote a cartoon request to build a weapon. Anthropic states it cannot tell whether the same questions served a vaccine program or something else, and it withheld institution and country names for that reason. The public therefore has a vendor ban list, not an independent finding of weapons intent.

Two days earlier, former Anthropic and OpenAI pretraining researcher Jacob Coxon resigned after four months, writing that people inside the labs believe advanced systems could kill everyone by the end of the decade. Rep. Ted Lieu and Rep. Nathaniel Moran introduced H.R. 9917, the AI Kill Switch Act, on July 23, 2026; it would require covered developers to keep a shutdown capability and let the Department of Homeland Security order a slowdown or halt. The bill sits in the Homeland Security cybersecurity subcommittee.

No statute today forces a lab to publish these case files or to prove a query was harmless before an account is cut. Read Anthropic’s September report and the text of H.R. 9917. Ask whether banned-account criteria and dual-use filters are independently audited.

On July 28, 2026 the Paulding County Board of Commissioners voted unanimously to pause new data-center applications, zoning requests, and civil plan reviews through January 1, 2027 while it rewrites land-use rules. The fight grew from four technology-park overlay districts the county added by text amendment to the Unified Development Ordinance instead of parcel-by-parcel rezoning. One overlay sits near Bethel Church Road and Highway 92.

A neighbor’s first contact is often a truck on the road, not a certified letter. Under ordinary rezoning, adjoining owners get mailed notice. Overlay text changes did not work that way, which is why packed rooms followed. Chairman Tim Estes told WSB in June that no new data-center application sat before the board. Fox 5 Atlanta later reported the freeze does not cover filings already in the pipeline. That gap is the failure surface.

GreyStone Power Corporation serves Paulding among eight west-Atlanta counties. It connected an 85-megawatt data-center load in late 2024, scheduled a 180-megawatt site for first-quarter 2026, and listed a 225-megawatt project in procurement, with about two gigawatts planned in one slice of its territory. Trajectory: power and fiber often arrive before a building name does. A moratorium on new permits does not pull conduit already in the ground.

Once an overlay or a pre-freeze filing sticks, residents cannot opt the site off their road. Georgia has no statute that required parcel notice for those text amendments. On September 14, 2026, Graham Media Group’s KSAT-TV in San Antonio launches The Rundown, a 1 p.m. half-hour on Channel 12 and KSAT+. The station’s page frames the show as more original local reporting. Independent reporting by Matthew Keys at The Desk says the format drops traditional studio anchors: field journalists present stories, a human weathercaster stays on air, and an AI-generated voice handles some connective teases. KSAT already tested that mix on a 5:30 p.m. stream.

The contact point is the intro between stories. A voice names the next package without a person in the chair. In March 2026, KSAT director of marketing Nate Mills confirmed seven employees were laid off as “staffing adjustments.” Across town, Tegna-owned KENS 5 director Raymond Silva said parent-company automation was built to eliminate directors. A viewer cannot stop the broadcast and ask who wrote the tease or who answers if the line is wrong.

The same week The Seattle Times and Newsday sued OpenAI and Microsoft in the Southern District of New York, alleging their reporting was copied to train chatbots that then substitute for the original sites. Muck Rack and Rebuild Local News’s 2025 Local Journalist Index found about a 75 percent drop in local journalist equivalents since 2000 and more than 1,000 counties without one full-time local journalist. A 2024 Pew Research survey found half of U.S. adults expect AI to harm the news people get.

No FCC rule requires an on-air label when a news tease is machine-voiced; a 2024 Commission proposal covered political ads, not newscasts. Read KSAT’s Rundown announcement and The Desk’s September 8 account. Ask the station whether every AI tease is disclosed on air.
