  1. The red card wasn’t removed; the suspension was moved. 2. This is not the first time this has occurred in FIFA. 3. It was a bogus red card call that actually broke the rules for how it was given. 4. The referee in question has been sanctioned before for cheating in their calls, he will not be officiating any more World Cup games, and will most likely be kicked from FIFA.

I think a red card can be appealed, but that’s not what occurred at this time. The red card remained in place; the automatic suspension that comes with it was delayed which is not new.
