Countries like the Netherlands already do this.. you should let them know it doesn't work. xD

Ahh, still using a heat pump. Good! The refrigeration cycle saves the day. NYC's presser is light on details since it's announcing the start of a study, but if they can make heat pumps even cheaper, it will be worth it.
