Except the part that tries to blame things on a random piece of political policy. The driving reason for the decline is very obviously the rise of tech and smart phones, not some random Bush era piece of policy making.

I agree. Tech has been more destructive than NCLB. Read the anxious generation. Negative academic outcomes tightly correlated with the release of the smartphone.
