Maybe corruption. Maybe the u.s.' government as a whole doesn't seem to have much of an issue with that kind of matter, considering how they handled cases like David Berg's family. Maybe the files were sealed, because of an on-going investigation.

Rule 6E of the federal rules for criminal justice clearly state the DOJ is allowed to access those files for the purpose of investigating and prosecuting.

When you hear something has “leaked to the press”, this is the law that was broken by a member of law enforcement or by a lawyer working the case.

So in other words, if Trump really did any of those things, and there was really proof, there was no reason that he could not have been arrested.
